
Your BCEA Negotiations Team has reached a tentative agreement with the City of Brea! A membership meeting will be held July 1st to review the terms of the tentative agreement and answer any questions. Voting will take place in person immediately following the presentation and discussion.
BCEA members overwhelmingly rejected the City’s offer of a 3% one-time lump-sum bonus instead of a first-year wage increase. While formal negotiations are still ahead, the City has already returned with a counterproposal that shows real progress. That progress happened because our members stood together and demanded a fair contract.
After BCEA members made their voices heard in the last City Council meeting, the City made some movement on wages, proposing a 3% one-time lump sum payment in 2026 and a 2% wage increase in July 2027. Vote on the next steps in our survey.

Your BCEA negotiations team was back at the bargaining table May 11 where we received the City’s most recent proposal. We are beginning to see positive movement; however, we still have work ahead of us to secure a contract that delivers meaningful gains for BCEA members. We will present our next counterproposal Monday, May 18.
The City’s initial counterproposal did not include the wage increases, medical benefits, or other improvements members deserve, but negotiations are ongoing and your team remains committed to securing a fair agreement. With bargaining continuing next week, members are encouraged to stay informed and be ready to mobilize if meaningful progress is not made.

A total of 67% of the members completed the survey, whose valuable feedback will directly guide our bargaining priorities. The resulting message was clear, and we appreciate the time taken by respondents to share their critically important perspectives.
