Dear GGCEA member,
Earlier this week, we notified you that the City Council was scheduled to consider a 7.5% raise for the City Manager. On Tuesday night, the Council approved the increase in a 6–0 vote. Councilmember Phillip Nguyen was absent.
While the outcome was not unexpected, it was still deeply disappointing.
A GGCEA board member, joined by members of GGEL and OCEA, addressed the Council to make clear that this decision is disrespectful, tone-deaf, and damaging to employee morale—especially considering the City’s recent treatment of its workforce.
You can view our public comments and the Councilmembers’ responses here.
Over the past several months, Garden Grove workers have faced an uphill battle. During negotiations, the City repeatedly said “no,” pushing back on every request and refusing to make meaningful concessions. Now, while employees’ needs were disregarded, the City has approved a 7.5% raise for the City Manager. It’s a clear message: the work you do and the sacrifices you’ve made are not appreciated or respected.
We will not stand for this. GGCEA will continue to fight for fairness, respect, and the recognition every worker deserves.
This vote also underscores an important reality: elections matter. Meaningful change in Garden Grove requires City Council members who are willing to stand up for workers—not just the managers and executives whose jobs and perks would not exist without you.
In 2026, Garden Grove voters will elect new City Council members and a Mayor. GGCEA will be ready. We are committed to supporting candidates who share our values and will advocate for the employees who keep this City running.
