Important PCEA Updates & Survey

PCEA member,

At today’s membership meeting, PCEA members overwhelmingly rejected the reissued Last, Best, and Final Offer (LBFO) issued by the City. The vote sent a clear message: this offer does not reflect the work we do for the City or the respect we deserve.

Since negotiations began, PCEA members and OCEA staff have pushed City leadership to do the right thing and offer a fair MOU. At every stage, the City has refused to step up and show PCEA workers the recognition they deserve. Now we must decide our next steps.

Our options are:

  1. Let the City Impose Its Last, Best, and Final Offer: Under California law, if no agreement is reached, a public employer (City) may impose the terms of its last, best, and final offer for up to one year. Choosing this option means the union would reject the offer now and return to the bargaining table after the November election to negotiate in 2027.
  2. Hold a Rally to Pressure the City Council to Do More: Our biggest obstacle is the City Council. This option would involve holding a rally before a City Council meeting to build public pressure on the Council and City executives. It will require strong participation from PCEA members.
  3. Go to Mediation: Under California law, public sector workers may request mediation when bargaining reaches an impasse. This option does not require the City to change its position, and past experience suggests mediation is unlikely to move the City.

Please complete our survey on what actions PCEA members want to take next. The survey link can be found in your email. PCEA is ensuring that all members’ voices are heard and that we are standing together in solidarity as we decide how to move forward. The survey will close at 5 p.m. Friday, June 5.

Keep an eye on your email for further instructions once the survey closes. If you would like to also receive text reminders, text PCEA to 94033.

In Solidarity,

Your PCEA Negotiations Team
