Dear OCEA member,
We are aware of the department-wide email sent today regarding staffing changes. We know this has raised serious questions and concerns. OCEA immediately contacted the County CEO’s office and Human Resources to seek clarification regarding the situation.
What We Know
- Dana Schultz, Assistant Treasurer-Tax Collector, has not been fired from County service. While she is still employed by the County, we are unclear about which Department she will be assigned to moving forward.
- Your Job Protections: We want to be clear about your rights as union-represented employees: You cannot be fired at will. Non-probationary employees have property rights to their jobs. Any discipline or termination must follow a formal process with notice, opportunity to respond, and appeal rights. These protections exist because of your union contract.
What We Don’t Know
- Organizational Restructuring: We don’t know what the changes are, nor do we have the authority to dictate how management structures their operation. The County is assessing the proposed structure. For now, continue to take direction from your supervisor.
- Meetings with Staff: The email you received today referenced scheduling meetings with staff to get input and ideas. We are still seeking clarification regarding the purpose of these meetings. While we await further information, please comply with all lawful directives. Human Resources has indicated they are available to attend any such meetings if scheduled.
What OCEA Is Doing
We have urged the County to communicate directly with you about immediate next steps and to provide clarity on operational questions, reporting structure, and whether employees are required to attend these meetings.
If you have questions or concerns, contact OCEA at 714-835-3355.
In Solidarity,
Charles Barfield
OCEA General Manager
