Departmental abuse of PMI Shift Trade & Time-Off provisions
Throughout 2016, the PSU Executive Committee members made multiple attempts to negotiate changes to the provisions of Shift Trade/Request for Time Off PMI. As you know, the PSU Executive Committee refused to accept most aspects of the rule changes and requested a six month trial period to consider impacts. In response, the Department imposed the PMI changes last December.
Unintended consequences of PMI changes
The imposed changes have led to arbitrary rejections of Time Off and Shift Trade requests on the basis of “departmental needs.” Managers regularly reject shift trades that favor PSU members on that basis and then mandate staff into overtime. It is our position that the Department regularly violates PMI provisions leading to higher levels of sickouts and mandatory overtime.
Refusal to meet
Last week, the PSU Executive Committee demanded a meeting with Department managers to evaluate the significant inconsistencies in how PMI provisions are being applied. The Department is now refusing to meet and discuss these consequences. We know that these changes have adversely affected many of you throughout the institutions. Since the implementation of this PMI, we have seen a steady increase in overtime. We reached out to the Department to see if some of these changes could be reversed and they refused to consider it. Standing together, we will continue to push for fair and consistent treatment in the administration of Time Off and Shift Trade requests. This issue is not going away.
