YLEA: Tentative Agreement reached, voting on Dec. 1

Dear YLEA Member,

Your YLEA bargaining team submitted our sixth proposal to the City on 11/5/2021 and it was reviewed by the City Council on 11/16/2021. On 11/17/2021, the City responded with its latest proposal. Your bargaining team evaluated all possible responses and ultimately decided to tentatively agree to the City’s proposal today, 11/29/2021.

Under the current circumstances, your bargaining team believes this is the best deal we can get from this City Council. YLEA members now have the opportunity to vote to accept or reject the terms of the Tentative Agreement. Click here for the full Tentative Agreement, below is a summary.

Summary of Tentative Agreement terms:

  • Term: October 1, 2021 – June 30, 2024
  • Wages:
    • Year 1
      • Effective October 1, 2021, base wage increase of 2.0%. 
      • 4.0% lump sum payment of base salary to be paid in the paycheck for the pay period in which City Council adopts the agreement. The lump sum payment is not compensation earnable and will not be reported to CalPERS.
    • Year 2 - Effective July 1, 2022, base wage increase of 2.0%.
    • Year 3 - Effective July 1, 2023, base wage increase of 2.0%.
  • Market Assessment Adjustments effective July 1, 2021
    • Graphics Specialist +5%
    • Parks Maintenance Supervisor +1%
  • Non-economic language changes:
    • Tuition Reimbursement: Added that eligible courses can also 1) prepare the employee to transition to an alternate City position; and 2) prepare the employee to promote to an alternate City position.
    • Deferred Compensation: New employees hired after MOU adoption will be automatically enrolled at the matching level and provided an opt-out option.
  • Non-substantive clean-up language on Bereavement Leave, Leave of Absence, Standby Pay, Holidays, Salary on Promotion, reconsideration of merit when advancement is denied, Medical/Health Insurance, work schedules, Personal Necessity Leave, Boot/Uniform allowance.

Voting Options:

There will be two (2) voting methods: in-person and remote. Only YLEA members can vote and each member can only vote once. All votes will be counted at 1 p.m. on Wednesday, Dec. 1 and the results will be communicated to the membership that same day. If the membership votes to ratify the tentative agreement, it will be agendized for adoption at the Dec. 7 City Council meeting.

  • In-Person Voting

    We will hold a membership meeting and ratification vote from Noon to 1 p.m. on Wednesday, Dec. 1 at the Community Center Imperial Room C. There will be an overview of the agreement, opportunity for Q&A, and voting. In-Person ballots will be provided.
  • Remote Voting

    If a member is unable to vote in-person, the member may submit a remote ballot by email or by hand delivering to a Board member. Remote ballots must be submitted before 9:30 a.m. on Wednesday, Dec 1. Late submissions will not be accepted. Remote ballots MAY NOT be left unattended for a Board member—we don’t need to know how you voted, but we do need to know that it was you who voted. The Remote Ballot is available here.
