Update - OCFC Forum, all-staff meeting

Dear OCEA member,

I want to thank those OCEA members who attended yesterday’s OCFC Open Forum/All Staff Meeting via conference call. Your participation and advocacy help advance our goals which are safety, security and stability for you and your families. That means a safe workplace for you and your coworkers, security in the form of fair wages and benefits and security in fair, consistent workplace policies.

Attendees included OCEA members, OCEA staff and Orangewood managers. Workplace safety was front-and-center in the agenda items driven by OCEA members and staff:

• Process to access supplies and PPE;
• Overview of cleaning and sanitization process at Orangewood;
• COVID notifications for positive cases; 

• Rotation/Assignments in Iso/Quarantine Cottages.

Process to access supplies and PPE
Cheryl reviewed the process for accessing PPE supplies. Daily supplies of PPE are kept at the Courtesy Desk with additional supplies accessible in Cheryl’s and Brian’s office. Gloves, gowns and trash bags along with disposal directions are available. There is a back order of some COVID-19 items. PPE should also be available by the front door of the Iso/quarantine cottages should a crisis call come in. It was mentioned that the N-95 masks are reserved for quarantined cottages.

Overview of cleaning and sanitization process at Orangewood
Cheryl reviewed the sanitization process saying Iso/quarantine cottages are cleaned every day and that staff is making sure all shared bathrooms and high-touch areas are cleaned constantly. Whenever cottages are vacated, they are immediately deep-cleaned by a contractor especially if the resident had tested positive. Staff areas and bathrooms are also cleaned by the contractor with one of them being assigned to daily clean high-touch areas like door knobs, etc. Management will follow up on concerns that bathrooms are not being fully stocked.

COVID notifications for positive cases
When a positive COVID case is identified, all people on campus are notified without disclosing the name of the individual. In addition, anybody who has been determined to have had close contact with a COVID positive individual while they were considered to be contagious would be contacted by Employee Health Services or Management directly and offered an opportunity for testing. Close contact is defined as more than 15-minutes within six feet of the individual. The notification practice extends to contractors and workers from partner agencies and programs.

Rotation of Assignments in Iso/Quarantine Cottages
The new process for rotations and assignments in the Iso/Quarantine Cottages that began this month was reviewed. Staff had previously expressed concerns about the previous rotation process. Thanks to the collaboration between OCEA members and management, the new process was created that should make it easier to know when a team might be assigned to the Iso/Quarantine Cottages. Six teams were created with enough staff per team to cover the AM and PM shifts. An alternate list was created to cover any gaps. Once an alternate is scheduled, they drop to the bottom of the alternate list. A question was raised about the circumstances determining when an alternate male staff member is required during a shift. Management said each situation is looked at uniquely with decisions made on a case-by-case business. It was agreed that the thinking behind the practice would be revisited and reported.

Staffing update
Seven people retired last week using the Voluntary Incentive Program offered by the County. While the population at Orangewood is low, there are staff shortages in the morning during school. Managers are awaiting final approvals on 20 extra help GCs to provide extra staffing.


Additional agenda items submitted via the Suggestion Box included concern about CST schedule changes making them unavailable during the busy noon – 2 PM period. Management responded that the schedule change is a business decision in response to overtime cuts. A second item involved maintaining and sanitizing bedding that is not assigned. Per Community Care licensing, the expectation is that all beds will be made. Kristi will bring this item to OCFC medical unit and Public Health nurses to inquire about sanitation.
