VIDEO: Stunned Silence. CFS Executives DO NOT MEET EXPECTATIONS.

Dear OCEA member,

Stunned silence. That is how members of the County Board of Supervisors reacted when OCEA representatives took the recent CFS Social Worker survey results to the County Board of Supervisors meeting on Tuesday afternoon.

The survey proved what we all know. CFS Executives DO NOT MEET EXPECTATATIONS when it comes to managing this division. 73% express “no confidence” in CFS executive management to lead the Division, 72% are considering leaving or transferring due to the toxic work environment, 81% report serious impacts on their mental and physical health and 55% strongly oppose the mandatory rotation policy.

As ANY County worker knows, if you received feedback like this, you would be put on a PIP! And that is exactly what we demanded on Tuesday. Improve their performance OR rotate them out!

During public comment, OCEA General Manager Charles Barfield, Assistant General Manager Tim Steed, President Judy Bowling, Operations Manager Veronica Rodarte, Labor Relations Representative Carolyn Gasga, Labor Relations Representative Alisha Greene, and Senior Labor Relations Representative Kerensa Schupmann submitted into the record the staggering survey data that reflects the toxic CFS culture and failure of CFS leadership.

We have a meeting scheduled with the County CEO and Central HR next Wednesday, March 19. Our demands remain clear.

  • Halt mandatory rotation of Senior Social Workers in CFS.

  • Resume only with input from workers.

  • County CEO to oversee the CFS division directly.

  • County CEO to implement training for CFS Executive Managers immediately.

  • Regular meetings between OCEA representatives and the CEO to address long-term needs of OCEA members in CFS.
